In order to enable Secure Boot, it may be necessary to provision RPMB. Once the eMMC has been flashed with Windows 10 IoT Core (as per instructions here, press [Power] + [Vol+] simultaneously on the device when powering up and select „Provision RPMB“ from the BDS menu.
